After lengthy, closed door negotiations between Mayor Bloomberg and Verizon, the city today announced they've agreed to Verizon's citywide franchise plan. The agreement obviously gives Verizon the green light to offer FiOSTV to NYC residents, while the city gets 5% of revenues -- (a line item bill fee you'll pay, not Verizon). Verizon is promising (http://newscenter.verizon.com/press-releases/verizon/2008/verizon-files-application-and.html) they'll deliver FiOS to every home in the city by 2014:"Our investment in the City is historic, which is reflected in the citywide nature of our plan," Azare said. "When our fiber deployment project is completed it will reach to each and every borough, neighborhood, boulevard, avenue and street, without regard to the demographics of a particular area. More importantly, City residents will be able to take advantage of the power of fiber optics delivered straight to their doors."
Juan Gonzalez of the Daily News (http://www.nydailynews.com/ny_local/2008/04/25/2008-04-25_verizon_tv_proposal_needs_tuning.html) has been doing a good job tracking the particulars of the agreement. He notes that while there's deployment milestones in place, they can easily be extended should Verizon not see the kind of subscriber uptake they're looking for. Given Verizon's skill at wiggling out of fiber coverage requirements (http://www.thegng.org/shownews/30544), you should take any promises with a massive grain of NaCl. Verizon is also proposing a $200 early termination fee, and Gonzalez suggests that Brooklyn, the Bronx and Queens shouldn't get too excited just yet:Verizon plans to offer its FiOS TV service to virtually all Staten Island and nearly 60% of Manhattan residents by the end of this year, according to a copy of the company's proposal obtained by the Daily News. On the other hand, FiOS will be available to less than 10% of Brooklyn, the Bronx and Queens this year. Most people in those boroughs won't be able to buy it until at least 2011.
Given these meetings were conducted between Verizon and NYC in private, there hasn't been a shred of real public debate over the agreement, which now needs approval from the city's Franchise and Concession Review Committee and the New York Public Service Commission.
