While AT&T has made a big stink (http://www.thegng.org/shownews/87510) about the fact they're trying to ditch the dated mindset of forcing customers to bundle services, technically they're still requiring some customers to order U-Verse TV if they want U-Verse VDSL service. Users in our U-Verse forum note (http://www.thegng.org/forum/r20400386-Uverse-Internet-Only-whats-the-official-position) that there's a few instances where you don't have to bother signing up for U-Verse TV if all you want is a broadband connection:

•: If you live in an area where you can't get vanilla DSL.

•: If you're in a development where AT&T has run FTTH.

Though you will have to pay a (usually $95) installation fee. The good news: all customers can currently sign up for both TV and data in order to get a free installation, then cancel TV service without penalty (I'm wondering how long that lasts).
