When you click quick reply which is the little arrow pointing down all the way at the bottom right of post it just brings you to the bottom of the screen where the quick reply box is. That box has a checkbox where you can quote the message in the reply. That's all I can think of.
Otherwise post up what browser (and version!!), which forum theme and what happens exactly and I will look into it.

Unlikely cause: Forums.
Likely Cause: Something messing with your IE.
My fix...

Well, I just tried it out in IE7, which is the newest one available but I can't guarantee that it's the one you are using. The button and the quick reply works as expected. If you don't check the box that says "Quote message in reply?" then it doesn't quote anything. If you do check the box then it quotes the post that you used the quick reply button on. I tried this with both Firefox 3.0 and IE7.

Clicking post reply just opens another window (which is the same window that opens when i click on the quick reply down arrow thing)
It's not a big deal just annoying

It opens up a new windows? Like a totally separate browser window?

I'm sorry but I really have no clue what you are talking about. The quick reply and the post reply posting windows are supposed to be different. Quick reply is basically just a text box with very little options. When you select Post Reply you are given a similar box but with a lot more options for formatting, adding links, pictures, attachments, whatever...
As far as I can tell everything in the forums is working the way it should be. If possible, I would really like some screen shots showing what the problem is.

Here they are... tell me if I am doing something totally wrong
You must be hitting the "Quote" button, which starts a reply including a quote block of the post you clicked the button for.
At the top and bottom of the posts on a given page there's a "Post Reply" button which starts a reply without any quotes in it, just an empty text box.

Yeah, everything seems normal. Your first screen shot doesn't tell us much or show any problems. The text box at the bottom is not activated because you haven't yet clicked on http://www.thegng.org/forums/images/orangeblack/buttons/quickreply.gif which is the quick reply button and will activate that box.
Your second screen shot shows what clicking on http://www.thegng.org/forums/images/orangeblack/buttons/quote.gif should produce. If you want to quote someone, use this link. Otherwise, use the image above to activate the quick reply box (you can also quote in quick reply but you have to check the box).
Your 3rd option is to use http://www.thegng.org/forums/images/orangeblack/buttons/reply.gif located at the very top and bottom of a thread to bring up a posting box with more options like smilies, youtube links, etc etc.
At this point if there is still confusion or something I would love to remote into your box and see what the heck is going on!

I am click that little triangle (I like quick reply as it is just simpler and faster for quick posts)
I know about the other ones and the qutoe ones and do agree that the second screenshot would be showing exactly what is seen when clicking "quote" but i get that when clicking the upside-down triangle.
You tell me how you can remote and go right ahead.

No need to remote in. I believe it's a javascript issue. I experience the samething you do when I disable scripting in IE. You can do one of two things:
1) Add thegng to your list of "trusted sites" OR
2) Change the security level for the internet "zone"
You can change both of these by going to the Tools menu and selecting Internet Options. In the Internet Options window, click on the Security tab. There is a button down at the bottom that says "Reset all zones to default level". Personally, all of mine are at defaults. For starters, I don't use IE to browse any sites unless its required for some reason. Second of all, I have enough sense to stay away from crap on the internet. Really, I see no harm in changing that back to defaults. Unless you visit a lot of unsavory sites, it shouldnt be a problem.
To add thegng to your list of trusted sites, just click on the green checkmark in the Security tab and click on the Sites button. That will bring up another window where you can add thegng.org.
Since JavaScript is disabled there may be other sites out there that don't work exactly as intended for you. I recommend you enable unless, like I said, you visit a lot of crappy sites that are prone to malware.
